Account Security decides, as on the competition's page. A secret_key
-- the competition's secret key or an invite link's token -- is redeemed
there, which also admits a person to a competition only invitations
open. Otherwise the competition's «Как вступить» decides: an open one
joins at once, one on request files the person's request for its
organizers. Reusing an Idempotency-Key never creates another
participant.
