The declared file is judged by the phase's own limits before any bytes move: its scoring binding's byte limit (413, submission_file_too_large, the limit named in message) and, when submission_intake_type is declared, its format: a file of the format's extension or a ZIP holding one such file (400, submission_file_type_not_accepted). A phase whose scoring is not set up takes no file (400, scoring_not_configured). The bytes are checked again when the upload completes.
