/submissions/{submission_id}/download/

Streams back the file this submission was created from, completing the loop sml submissions submit-file starts.

Only the caller's own submission, and only where the detail read reports download_available. A notebook_eval submission is never downloadable here: what it stores is the runner's input snapshot, not a participant artifact. Evaluation artifacts — predictions, runner logs, validation reports — are NOT served by this endpoint; they are role-scoped and deliberately have no published URI.
